Plans have been drawn up for more than 40 new apartments on land in Lichfield.
Developers hope to create the new properties on a site off Greenhough Lane, next to the Parkside Court office development.
The land had previously been granted planning permission for office buildings, but neither scheme came to fruition.
Now 27 one bedroom and 15 two bedroom flats could be built on the site instead.
A statement supporting the new proposals said: “Despite the site benefitting from two planning permissions for employment land use, there has been no market uptake to develop the site for such a purpose.
“The residential use of this site would provide the viable re-use of this brownfield site within a highly sustainable location.
“The loss of this designated employment site to provide for a high quality residential development will contribute positively to the housing requirements of the district.”
