# Concerns over Lichfield District Council proposals to delay publication of Local Plan

PROPOSALS to shift to a new timescale for the Local Plan will be debated by councillors amid concerns it will not be completed before Lichfield District Council is replaced by a new unitary authority.

The document outlines plans for future housing developments until 2043.

But [a report to Lichfield District Council's cabinet](https://lichfieldlive.co.uk/content/files/2026/06/increased-housing-target-could-see-council-push-back-new-local-plan-for-lichfield-and-burntwood.html) said it hoped to push the publication of the Local Plan back from 2027 to 2029.

The Conservatives said the impact of new Government housing targets was behind the the move, with the district now needing 746 new homes per year instead of the previously agreed 289 – an increase of 158%.

Labour opposition group leader Cllr Russ Bragger has called the proposals in for debate by the local authority's overview and scrutiny committee.

He said:

> "There are serious implications for residents if this second attempt at a local plan is aborted for a third attempt under the ’30-month system’.

> "Why is it not possible to complete the plan under the legacy system by 31st December 2026? The cabinet report needs questioning.

> "Will it be possible to complete the ‘30-month system’ in under 23 months when this council and planning authority will probably no longer exist? There is no way of mandating a successor authority who might have other priorities.

> "The risk of Government intervention may be increased if we do not have a plan the satisfies the need for new housing. How will this affect the planning committee?"

Cllr Bragger said any decisions needed to be taken in the best interests of local communities.

He added:

> "The implication for loss of control of developments over 150 houses and speculative applications could be costly and cause development where it is against the interests of our residents."

The overview and scrutiny will debate the Local Plan proposals on 16th June.
