# Demolition of garden centre building to make way for new development refused planning permission

THE demolition of a building previously used as a garden centre to make way for new offices has been refused planning permission.

Land and Water Group had hoped to redevelop the Bromley Hayes Garden Centre on Shaw Lane.

It had previously been granted permission for a change of use of the site back in 2021.

The company wanted to create offices, plant storage and facilities for research and development, but saw a previous application to demolish the existing building in 2022 turned down.

Land and Water Group had hoped changes would have allowed the scheme to go ahead. In a planning statement the business said:

> “The resubmission has brought forward a series of amendments to the original scheme, including the size and design of the proposed replacement buildings, an increase in the provision and retention of existing and proposed landscaping, further technical information and the introduction of a research and development ‘living laboratory’ reedbed system which will provide for an increased provision of flood storage capacity.”

But planning chiefs at Lichfield District Council have turned down the new application.

A decision notice said:

> “The scale, mass and design of the proposed office building and workshop fails to have a satisfactory relationship with its surroundings and represents an overbearing and incongruous form of development which would fail to be in keeping with the surroundings of the site. Therefore, the proposals would result in overdevelopment of the site.

> “The applicant has failed to provide sufficient information in respect to the noise generated through the operation of the site for the local planning authority to make a fully informed assessment of the impacts of the proposal on the amenity of adjacent residences.”  
>  
> “The applicant has failed to provide sufficient information in respect of the impact of the proposed development on flood risk and drainage matters.  
>  
> “The proposal fails to demonstrate that the development would not detrimentally compromise trees and would result in the loss of mature trees. The trees and hedgerows provide a positive visual contribution to the locality and its loss would have a significant detrimental impact on the character of the area.”
