# Fine for scrap metal dealer caught in Lichfield without the right licence

A scrap dealer has been prosecuted after being caught in Lichfield without the right licence.

Vincentiu Paun, of Wright Road in Birmingham, pleaded guilty to carrying on a business as a scrap metal dealer without a scrap metal licence (contrary to the Scrap Metal Dealers Act 2013) at Stafford Magistrates’ Court.

The court heard that the police has stopped his vehicle in October 2014 and found that he was driving around the Lichfield area operating as a mobile scrap metal dealer. The case was then passed to Lichfield District Council which started legal proceedings against him.

Paun was ordered to pay a fine of £75 (reduced from £110 for a guilty plea), full costs of £381, and a £20 victim surcharge – £476 in total.

Councillor Colin Greatorex, Lichfield District Council’s Cabinet Member for Housing & Health, said: “It is vital that scrap metal dealers are operating within the law, which includes being able to prove they are properly licensed and provide records to show the location of where the scrap metal has been collected.

“This is why we are continuing to work with the police and other partners to tackle any rogue scrap metal dealers that are operating within the district.”
