A councillor says a joint venture proposal which would offer a cut-price rent to a restaurant company so it can open a new nursery in Lichfield could destabilise other local providers.
Failing to use land in the city centre for housing would risk new homes needing to built on local green space, the leader of Lichfield District Council has said.
