City started brightly and had appeals for a penalty turned down after Kyle Minto went down in the area.
And they were left to rue that decision further just after the half-hour mark when Nathan Walker curled an effort into the top corner.
The heavy pitch meant chances were at a premium and Hinckley wrapped up the points with 20 minutes remaining as Marco Adaggio found the net.
