UP to 450 new homes could be built on land in Stonnall.
The development has been drawn up by David Wilson Homes.
The Grove Hill proposals would also see the creation of a new country park and sports pavilion.
The site sits on a parcel of land between Main Street, Chester Road and Church Road.
The developer said the scheme would help address issues with the supply of new homes in the area.
"Lichfield District Council is required, under national planning regulations, to have sufficient land with planning permission for new homes that will allow 782 new homes to be built each year for five years.
"This is not the case and the council has a shortfall of 1,055 homes.
"As a consequence, the council will be required to grant planning permissions to address the housing shortfall. The site at Grove Hill could help overcome this shortfall.
"David Wilson Homes is planning to submit an outline planning application to help the council address its five-year housing land supply shortfall.
"Having assessed the site, David Wilson Homes believes the site can provide up to 450 new homes to the housing shortfall along with significant areas of new public open space, infrastructure and associated facilities."
The developer is now seeking views as part of a pre-application consultation.
"The scheme proposes up to 450 new homes for local people and new residents that will help support the shops, schools and health services in the settlement, as well as delivery of new affordable housing of different sizes and tenures to meet local needs.
"There will also be new wildlife habitats, a country park centred around Grove Hill and the Lone Tree, along with well-considered street tree planting to provide enhanced visual amenity and biodiversity benefits.
"There are also potential opportunities for a new sports pavilion, car park for the playing fields with access through the new housing rather than down Main Road, funds for a pre-school nursery, play opportunities for children, new parking for the village hall and additional parking for St Peter's Church.
"The master plan is currently being drawn up and there is the opportunity for ideas from local people to be included in the plan."
But locals have already formed an action group in a bid to fight the proposals.
Resident James Macdonald said:
"This proposal would fundamentally change the character of our village.
"An additional 450 homes would almost double the size of our close-knit community – and doing so on green belt land raises serious concerns about the permanent loss of productive farmland, countryside, the impact on local wildlife, and increasing pressure on already stretched roads and other services.
"Growth needs to be planned carefully, in the right locations and with the necessary infrastructure in place.
"Once this farmland is built on, it is lost forever, so it's vital that local residents have their voices heard before such a significant decision is made.
"This is happening all across Lichfield where greedy developers are taking advantage of the National Planning Policy Framework where clear green belt land is now being portrayed as grey belt.
"An action group has now been formed and we will fight this all the way."
