Groups interested in running the libraries in Barton-under-Needwood and Shenstone are being invited to submit their bid.
Staffordshire County Council is hoping to hand over control of 23 libraries.
It says the move will lead to a “more sustainable and flexible” service.
Groups will have from May 11 to July 31 to submit proposals, including their ideas for involving more members of the community in the library facilities.
Mike Lawrence, Staffordshire County Council’s Cabinet member responsible for libraries, said: “Part of this process is to understand each group’s strengths and how their ideas will lead to a library, which will be responsive to the needs of the local community.
“Each community group will remain connected to the county library service and have access to support and help over the coming years.”
Once the switch is complete, just 20 of the 43 libraries in Staffordshire will continue to be managed and staffed by the central service.
Some sites will be fully outsourced, while others will move to a ‘transitional stage’ where volunteers will receive support.
Cllr Lawrence said: “This is a two-speed approach to letting communities take over their libraries.
“We’re looking forwards to working closely with the ones that already have the ideas and enthusiasm to start at once, while we’ll help other groups develop the confidence they need.
“The whole project is about reshaping a service to meet the needs of communities now and in the future as society changes.”
